Leadership Team

Howard has over 25 years of experience in the software development and outsourcing.  After receiving his PhD. in Computer Science from the University of Connecticut in 1980, Howard began a 20 year career at AT&T Information System/AT&T Bell Labs/Lucent Technologies. As the R&D Managing Director for Bell Labs China, Howard helped establish the Communication Software Development Center in Beijing and oversaw its rapid growth. He had overall P&L responsibility for six separate telecommunication product development initiatives outsourced to China.

Howard joined CIeNET as the Asia General Manager in 2001. Under his management, CIeNET China operation has experienced tremendous revenue and headcount growth including over 40% average annual sales increase for the past 5 years. He is responsible for the daily operations of CIeNET including strategic planning, administration, business development, and customer relations. He has a unique understanding of China and an innate ability to relate with local engineers to help facilitate and foster a corporate culture that is built around people.
